    I do a design city in around 2 hours then submit it as I notice a lot of ppl have your problem, so I get it done as quick as I can. I score 3.5-4.5 regularly

I usually hold off on submitting because, in my experience, Contest of Mayors (CoM) often throws out "Upgrade in Design Challenge" tasks right after I submit. I always try to sync them up to get the extra points! But you're totally right, with these bugs, it's definitely better to be safe than sorry. I'd rather miss out on a CoM task than have the entire design go to waste. Thanks for the advice!
