This is nothing to do with storage (as in City Storage) and its capacity.
When people say they have buildings "in storage" it means they have them in their inventory, rather than in their cities. There is no limit to how many buildings you can own.
Regarding the OPs question / request - people paid for, or otherwise earned these buildings. Why should they be free now? And EA are not going to give things for free when they can charge money for them. ;-)

You need to upgrade your storage’s capacity, I’m on 945 + 645 for material storage and after playing for over 10 years also paying for premium pass I have just about everything offered. I don’t buy the items as I have them already

Mayors pass buildings are permanent as I have over 600 in my storage
