Mayors Pass items - no population boost

Mayors Pass items no population increase?? I've earned a fair number of Mayors Pass buildings etc. Seems that after the first 6-7 or so items placed anything else is just 0 for population increase, even for an item with +40% boost sitting smack in the middle of the city. So I have quite a bit of items I can't place (well I can place them) and earn no boost. Is this an error or by design? If by design why is it not documented?

    Nope. I can still place other items, non-Mayors Pass, and get the boost. It is only happening with Mayors Pass items after the first half a dozen or so there is no population boost.

    @roccodonovan8 I'll try again and see. Was trying to set up a cool Venice kinda thing in my main city. I would think though Education would have maxed out already. I've purchased dang near everything and it's all pretty much in main city with no limitation on pop boost. Thanks for the 411

    For each specialization, you can boost to a maximum of 100% typically.  So if you were to place 2 items that both offer a 55% boost in pretty much the same location the boost would work out to 100%, and you would miss out on the remaining 10.  I did a Venice area, and tweaked it so the buildings with the greatest boost are positioned to take advantage of it.  but my Venice area as is, only 6 register a boost.  Now this 100% rule applies to each area of specialization.  So just because you are at 100% for education, you can get an additional 100% with transportation, and so on.  With the abundance of these new buildings in the mayors pass, you will be seeing more of this, I'm afraid.
