Omega city screwed

How, do yo have a full omega city and only 14 days to upgrade or rebuild your city as mine? Only a couple of omega items a day, not even enough to upgrade one water omega building! No room to add the given omega items, or move them to storage for a time! I have 10 cities lvl18, without omega, was ready in 15 minutes, but my large city will take weeks! Also, without building new buildings in my 4 regions, how do i upgrade the region buildings in time?
