Railway Lines

Why do railway stations have dual lines but only one line gets used? The trains never use the other line. Why not just make all railway lines dual lines and continue on from the station? Then both lines would be used, one for trains going in one direction and the other for trains going in the opposite direction. Then there would be no trains waiting or going through each other. Don't know what they're waiting for though as they still go through each other anyway.
