Every day you can add one of lvl.1 Omega utilities(water/power/sewage/waster), each has capacity 675.

I could not afford upgrades, they are more expensive than buying more level 1 buildings. So I bought several lvl.1 Omega services to meet the demand. Later when I have enough NeoSimoleons I will upgrade them.

Money is not an issue. I have $58 million. I could upgrade easy. But my city utilities are on omega level. It’s 15,000 neo for the first upgrade. I don’t have enough neo to upgrade dozens of omega utilities.
this is a problem. Only $14,000 neo per day.

If I deleted my original power plants and used the ones they provided, they were upgraded usually 8/10 or 6/8 so the population coverage was there.. no need to spend the extra simoleons on the upgrades. However, they didn’t provide enough. Therefore I spent massive amounts upgrading ones I had across my cities. Very scared to do my main city, will most likely cost 1mil. I used up the “free” service buildings they provided. My advice is upgrade all omega that you can (control net + drones) while the grace period is still here, it’s the hardest to get omega in my opinion if you are a free playing user. That’s where the scam is! Also feel horrible for those who may only have 1 mil in the bank, it’s not feasible to put your city back to original servicing without massive amounts of cash. Don’t even get me started on the population losses.

the solar power plant, for instance had capacity of 35 and residentials had demand of 1
now, fully upgraded solar power plant reaches a capacity of 180 but residential zone demand is now 35
so demand raised by a factor of 35
BUT capacity raised only by a factor o 5
in other words, you need 7 solar power plants instead of 1.
that's only for the best case (Rz), all the other building are even worse.
A lot of utilities had similar downgrades, the most remains similar, and only some omega utilities are actually better.
Oh, and if you look some months before the service update was released, they actually decreased a lot the demand of the residentials.
Basically, they let players progress further so that, when the update arrived, it created more problems to fix in a shorter time, thereby increasing in app purchases of Simoleons.
It is a deceptive and unethical practice that is subject to legal action in many countries.

Yes, your fire health, etc will need more if you used anything lower than the largest stations. I’ve lost mass amounts of population and spent millions redesigning. Water, trash and other services, you’ll need less but still requires some redesign if you want to use the ones they’ve given.

Power, Water, Sewage and Waste should result in fewer buildings overall.
Fire, Police and Health may end up needing more buildings, depending on your layout. Small and Medium services are especially affected as they can no longer service all the RZs within their coverage area. The Capacities for these are vastly reduced vs. what we had before.
