Hello,
The best thing I found that might help solve this issue is from this post here from someone who had a similar issue. The recommendation was to close all other apps before installing SimCity Buildit and make sure you have lots of open storage space which will hopefully fix it.
If this doesn’t work hopefully someone more knowledgeable on this type of issue can assist you further.

If the troubleshooting steps didn’t work then I would recommend contacting the support team and hopefully they can fix it. In your message you said you can’t access the settings so then you will have to send a ticket by going to this link here which will take you to the support site. Here you can explain your issue in detail. Unfortunately since you can’t access your settings this means you will have to manually tell them some important information to help them solve the issue. They usually ask for
Game Version (1.39.2)
Device (Moto Razr 5G)
Player ID
Platform (IOS, Android, etc)
Language
OS Version (what version of IOS or Android you have)
The player ID might be a bit tricky to find because it is found in the settings which you said you don’t have access to. If you absolutely can’t access settings then maybe you still find your player ID going to your device’s settings, then onto the SimCity Buildit application and it might show your player ID. (See the attached file) The file is on IOS but I am hoping android has something similar. Otherwise hopefully then can fix your issue without a player ID.

I've been playing for many years, and I just got the Moto Razr phone, installed Sim City, and can not log in to my account due to the overlapped settings button.

Oh hey, here's something that might work, when you visit another city (say, Daniel's, or a facebook friend) there are much fewer buttons and the settings should become accessible. Et, voila, problem solved. Let's see how far into the tutorial I have to get before I can visit another city!
NVM, settings works there, but can't log in when you're not in your own city -_-
After playing the game for awhile longer, an advisor bubble came up that allowed me to open the settings menu and finally log in to my city ^^
Thank you!!! I played 'til about level 4 and then Eva the advisor had a pop up advising me to save my game to avoid losing my progress. Tapping that bubble took me to the settings where I could log in to my old city. To get the bubble to pop up, try making sure all apps are exited, then turn on airplane mode, then open simcity builidit and visit Daniel's city, then return to your city and Eva might pop up with a bubble advising you to save your progress (otherwise I think if you keep playing for awhile without internet access it might pop up). Tap on the bubble and settings will open. Turn off airplane mode to regain internet access, and then you can do whatever you wish to do in settings. 🙂
The user below helped me figure out how to access settings! If you have a new phone and need to log on to your old city, or if you just need to access settings, make sure SimCity Buildit app is completely exited on your phone. Then turn on airplane mode. Then open simcity buildit. Play the new city/tutorial until you are able to visit Daniel's city (maybe you don't need to play that long to get the advising bubble to pop up, I'm not sure). Then travel to Daniel's City. Then return to your main city. Eva might pop up at this point with an advising bubble advising you to save your game to avoid losing progress. Or, you might need to play longer until she does. Tap on that bubble and it will take you to settings. Turn off airplane mode to regain internet access. Then you can do whatever you need to do in settings.
