Simoleons cost real money, so OMEGA Material odds should be disclosed

Since Simoleons can be bought with real money, and they're used to roll for a random chance at OMEGA Material (I, II, III), wouldn't this count as gambling? If so, the odds for I, II, and III should be disclosed - otherwise it may violate anti-gambling regulations.
