speed up tokens

So, tokens spin above the epic buildings. when I click on them the message is "use speed up tokens in your commercial buildings" but I cannot collect them. I only have 5 silver. How do I collect? tia...

ty. I only have 5 silver in stored so that's not it. I also tried to clear cache. other thoughts?

Originally it used to be 5. Maybe it increases with the level you are on.
