Technical Issue, Power & Water
My city shoes a shortage in both even though there IS NOT A SHORTAGE. It has been days and it's ruining game play.

I’ve told some one else this couple months ago, if you have deleted a road to move something it’s possible that a small park has jumped into the space where the road was, stopping you to have the power, water etc connected. Even a tree will do this too
This is usually a problem with your roads. Check everything is connected to everything else.
