Unable to add any mountain buildings

I can’t seem to unlock any mountain buildings. It says I have a mountain index of zero but the only way to increase the mountain index is to add mountain specialisation buildings which I can’t unlock...

It's not a bug. It's by design. EA want you to buy Specialisation buildings in a particular order - starting with the expensive SimCash ones.

    Seriously? It can’t be. It never used to be like that. I don’t mind paying for a few things quite regularly in games I like (it supports development) but they should be upfront about it. If you can’t use specific bits of the game without paying, then it needs to be clearly advertised before people put in time and effort (and money) into expanding their cities into areas they can’t use. It’s borderline dishonest. Not to mention, the fact that it used to free. Before this index update you could use simoleans and keys to buy buildings in the mountain area. Very poor EA! Very poor!
