Unable to link city on kindle to Google account

I supposedly have a free gift waiting in the scbi store. When I go to the store and attempt to log in with my Google credentials, it says my city isn't linked, and to link it in the settings. When I ...

Top right of the game you will see a cog, press that and will give you the option to join either Apple,Game Center or Facebook

I'm on a kindle. The only option for connecting on my settings page is facebook. I've manually installed Google play, but don't know how to make a connection to the game. According to google, my account is linked to scbi; according to the game , it isn't linked.
