I am having the same problem as you. Please tell me if you can fix it.
The only way I fixed it temporarily was to destroy all roads literally, moving all buildings in one corner of the map and then tile by tile restructuring them again. This worked and everyone got happy ...until one update of a random building. After I updated one single building, all sorts of buildings seemingly not connected to one another began having issues with ALL utilities.
So if the only fix is everytime redesigning your whole city...I mean...I hope the devs can help.
