Waste management and Seewage show error although sufficient is provided

Question

I added more Seewage and Waste management, as it was running low wjen I upgraded houses, but 3 houses are still abandoned, although it's showing sufficient of Seewage and Waste management is provided. I have an iPhone 15 Plus

Check that your roads are all connected in that area, it's hard to tell from those shots but it looks like there is a missing link towards the area where there is what looks like sakura or gravel roads
