Worst update ever

Dear Mayors 

I don’t not know how yall feel about this update for upgrading service delivery buildings but omd it is not fair and it drains money that is needed for other stuff, like why can’t we just go back to when we had to deal with coverage? Now it’s like what’s the whole purpose of coverage if my people are not happy and moving out? Please EA games reconsider this idea, let’s get back to when it was just about coverage and capacity only, not upgrading the infrastructure for capacity.
