Help with SimCity (2013)

Everytime I try to launch the game, it simply doesn't launchs! It stays on this same screen!

When I try to launch from the desktop shortcut, simply nothing happens!

I really wanted to play the game again, but this really disappointed me. I spent money on this, and I want to have access to the game I paid for!
