ok it worked thank you... i really got frustrated i used like 12 hours creating a city in multiplayer and then i couldnt even see the city from a neighbor ... it was like it never existed ... now is fixed thank you soooo much... and i was looking in the wrong forum... i did all steps i also did 1 more from another forum that said to delete the file inside C:\Program Files (x86)\Origin Games\SimCity\SimCityUserData\WebStorage\LocalStorage ... i did that one first so i  don't know if it worked with yours alone ... thank you again .. i was ready to abandon

    I've already played, does not open now. This error turns out constantly. I did not try to remove and install. I did run administrator, not working. I'm waiting for your help. 🙂

    Hi @cim06 - sounds like you may have some data corruption. Continue running any exe files "As Administrator". Set your SimCity.exe and Origin.exe to launch "As Administrator" each time. Also make sure SimCity.exe and Origin.exe are added to exception lists. If you have BitDefender installed, disable it.


    Basics - Make sure graphics drivers and Windows OS are patched and updated to newest versions. If you have Nahimic 2 from MSI - this is an audio management program that comes with MSI motherboards - disable or uninstall it. Nahimic 2 is known to cause this issue.


    Disable Origin in-game In Origin main menu, right-click SimCity icon, Game Properties, check the box that says "Disable Origin In-game"
    Run in Windows 7 or 8 compatibility mode - right-click SimCity shortcut; choose Properties > Compatibility tab > Check the box to run in Win 7 or 8 compatibility mode
    Monitor Settings - SimCity does not work with dual monitors, so set it to use one only. Also, no higher than 1080p resolution (no 4k)
    No Mods - if you have any installed, uninstall them

    Exit SimCity and Origin. Delete the entire SimCityUserData folder - default location is C:\Program Files (x86)\Origin Games\SimCity\SimCityUserData  Then launch Origin, right-click SimCity icon and choose to "Repair Game". Once the repair completes, launch SimCity again.

    Definitely post back and let us know whether something worked. If it still won't run, reply back with any error messages you're getting and attach a dxdiag report. How to Dxdiag

    I'm suffering from the same problem ... I already did everything I could but I still can not open the tutorial. I just bought the game today. I do not know what to do anymore please help me!

    Hi @Leo_Monnet - Did you try the steps in the post above yours? https://answers.ea.com/t5/SimCity-2013/Unable-to-Load-City-at-this-Time/m-p/7485486#M127360 

    In particular, make sure you're running Origin and SimCity "as administrator", and that both are added to your antivirus and firewall exception lists. Also disable Origin in-game following the steps in the post. Most often if the tutorial won't load, there's a problem communicating with the game servers.

    i deleted the entire SimCityUserData folder like you said and now my whole city and server is gone, thanks a lot....😠

    @DarkKnight2603 - I'm sorry you're having problems. The only things in the SimCityUserData folder (default location C:\Program Files (x86)\Origin Games\SimCity\SimCityUserData) are settings and options related to the game. Your city data is stored in the Documents folder (default location C:\"Your_User_Name"\Documents\SimCity\Games)

    When you delete the SimCityUserData folder, the game will recreate it and put your settings and options back to new game status. I just did this on my computer, to be certain that nothing had changed. I can see how you would think you lost your games, though, because during the reset it doesn't automatically open to the server you were working on.

    You're presented with the tutorial again - easiest thing to do is to just click through it again to register that you've done it.

    When it takes you back to the loading screen, you're going to see a default loading screen, possibly with a different server. You can't change the server from this screen.

    Quit the game, then re-launch. 

    On the bottom left will be the current server.

    Click the "Select Server" and choose the server on which you were playing:

    Your city is still there, on whatever server you were playing. It will be available when you choose the right server:

    If you don't remember which server you were on, you can keep changing servers until your city shows up on the load screen. I've done that myself a few times, it's a lot of clicking, but you can find it that way.

    If you deleted another folder by accident, try checking your trash on the desktop. You can always restore from there.

    I have tried everything I've seen and nothing is working. I can't launch a new city in multiplayer or singleplayer, and my multiplayer city is unreachable. What is going on? This all started because my multiplayer game completely froze and I had to force close everything.

    Hi @gracefulcluts - Are you getting the message "Unable to Load City at this Time" when trying to claim a new city, or only on the existing multiplayer game? Unfortunately, if your game locked up while playing a city online, the server side data is likely corrupted and the city is probably lost. That should not affect your ability to claim new cities, though. 

    If you're still experiencing a problem with new cities, please reply back and let us know exactly what happens.

    To post your DxDiag:

    1. Select the 'Choose file' button below the post box

    2. Find the DxDiag file and select it - hit Open

    3. Add text to your post and hit Submit

    I kept getting Can't load city at this time error and I followed all your steps deleting folders and such now I am getting cannot load region or city at this time. What is going on? Everything was fine yesterday today I cant load anything!!!

    @thestagna22 - It sounds like you may have a corrupted save. It can happen with any game, but especially if you're playing online and the server connection drops on saving. Are you playing Online/Multiplayer or Offline/Single Player? 

    Double-check the following:

    Firewall and Antivirus - Make sure SimCity.exe and Origin.exe are added to exception lists. If you have BitDefender installed, disable it.
    Graphics drivers and OS are patched and updated to newest versions available 
    SimCity.exe and Origin.exe - Set them to run "As Administrator"

    Completely log out of SimCity and Origin, then launch Origin "As Administrator". Right-click SimCity and choose "Repair"

    Launch SimCity after the repair completes and instead of choosing "Continue", choose "Play" to pick your region and city from the list

    If you get an error trying the city in question, try loading a different city in the region, if possible. Sometimes you can bypass an error like this by loading the affected city from the regional view of another city 🤞

    Hi, I have the problem too. I really tried every single step. I just can't go into town anymore. The interesting thing is that my friends, who also play in the region, can no longer go to my city either. The area of the city is shown undeveloped for all of us, if you click on it you can see how many people live in the city and how much money the city has. For me, the error has now occurred in two other cases, with other cities. Each time I sent a large sum of money (10 million) and then changed the city.

    Hi @thedontonn - it seems that you probably have corrupted data on the server side, especially since none of your friends in the region can access your city either. It can glitch if you have a problem communicating with the server, especially when you're exiting the city. You might be able to save the city if you can get a rollback option, but you'll want to ask your friends to save and exit SimCity first. That way, the only data synching happening would be between you and the server.

    Make note of the server and region/city name, to be sure you can get back to the right place. Then ask everyone to log out of SimCity. This includes you. 

    Log into SimCity. Instead of choosing "resume", click on the "Play" button. Choose the region and your city from the play screen. If it gives you a choice to rollback your city, then choose that option. You might lose some progress on your city, but at least it will recover. 

    If you still can't get into your city, log out of both SimCity and Origin.  In Windows Explorer, move the entire SimCityUserData folder to your desktop. Default location is: Program Files (x86)\Origin Games\SimCity\SimCityUserData\  This will also remove your config settings & server history, so they will need to be re-selected after starting the game. Then log back into Origin and SimCity > choose your server > if you're asked to do the tutorial again, go ahead and start it, but you can exit by choosing the options (right-hand top of the screen), then click Exit to Main Menu.

    Enter your city by clicking Play and loading from the region. This should force a download/synch from the server, so that you have the same information on your PC as the server has. If the server has corrupted data, you may be given the option to rollback the city, which you should do. 

    When you're exiting the game, choose the "Save and Exit" option. This makes sure that the server saves/synchs before exiting the game. If this is happening when you gift simoleans, make sure that you stay in the gifting city until you see that the gift amount has come out of the budget. Then save and continue to load the receiving city. You have to let the receiving city run while waiting to receive the gift.  A city on pause will never receive the gift.

    @Leo_Monnet I found a solution that worked for me and a friend (only played 1 day so far without crashes).

    When you get the message the first time DO NOT ROLL BACK the city!
    Instead enter Singleplayer in the menu and quit.
    Start the game up again and enter multiplayer in the menu.
    Go to PLAY and select the region.
    Select the city and hit ABANDON.
    Now reclaim and you should be able to go back in.
    This rolled the city back for me regardless, but better than nothin I guess.

    I have no clue why this worked, but since it did I wanted to share it.

    I previously tried all the other stuff in this forum.

    Hey, I have looked through everything here and nothing seems to work. I haven't played the game in a number of years and when I go to multiplayer and click play in my old city it gives me the error. Any ideas on how to fix it?
