SimCity (2013) Complete Edition does not include Heroes and Villains Set

I purchased the Complete Edition of SimCity (2013) on Origin a few years ago, which is suppose to include all the DLC packs.
The "Heroes and Villains Pack" DLC is not included tho, even tho its clearly shown on the store page.
With the change to the EA app it now stopped calling it the "Complete Edition" and just refers to the game I bought as "SimCity", even tho they were seperate entries on Origin.

The "Cities of Tomorrow" DLC was always included, has always worked, but now for some reason appears to be removed from my library according to the Add-On page, but the DLC is still enabled in game, so the effect of that seem to be purely visual for me.

One of my friends recently bought the Complete Edition and properly received all DLC packs so I got no idea why I'm excluded.

Ive been trying to get in contact with EA support for a while now, but without success

    @RobertGerkensI also have that problem. In theory I have "SimCity™: Complete Edition", but in reality it is missing tomorrow cities pack, upgrade pack to deluxe version and heroes and villains, the one you say.
    This is obviously because EA changed to [Edited] new launcher, I remember having those packs perfectly witin Origin. And that is not the only game which is giving me problems, also Crysis Trilogy old pack.

    If you cannot find these DLC packs in your game library as explained here on our website, please contact our live support via chat. We will check the content on your accounts and see if those need to be activated again on your profiles.

    Hello,
    I cannot see the "Heroes and Villains" or "Cities of Tomorrow" DLC packs in my library, even doing everything that the help page mentioned.
    The "Cities of Tomorrow" DLC works perfectly fine ingame and always has.

    The "Heroes and Villains" DLC is not enable ingame and never was.
    I have never purchased a single DLC seperately for this game, I bought the original base game, and later bought the complete edition which was suppose to include all DLC packs.
    I have attempted to contact EA support both through live chat and mail several times. The live chat never connected me to anyone, even when trying for several hours and on different days and times of day. Contacting through live chat has also apparently been completely disabled, it is inacessable trough normal means for me. Contacting via Mail also does not work judging by my 3 other attempts. Every time I would wait for a few days, get an automated message asking if I still wanted to resume my case, do that and repeat. Never was I put in contact with an actual person.

    I'm sorry to hear about the issues with your case. I've checked the chat contact options, and they appear to be functioning properly. To troubleshoot the cache error, please try using a different web browser, device, or incognito mode. Make sure to select the correct case categories.
