simcity 4 starting problem windows 10

hello,

i was playing back when i was a kid, and it worked always on my parents computer,

when they got windows 7 i tought well lets do something else then,

and now i want to play the game again because of memorys when i was a kid.

but it won't start. i was trying to fix the problem but it didn't worked.

and i have the disc for me.

so will someone help me please because he says al the time: start as an administrator and try again.

but i am registert as a administrator
