SimCity Complete Edition only allows you to play "cities of tommorow"

I purchased "SimCity Complete Edition." However, it only allows me to play "Simcity Cities of Tomorrow." When I click "play," it automatically loads SimCity Cities of Tomorrow. It does not load SimCity Complete Edition, and it does not include any of the other items included in SimCity Complete Edition. 

I tried to recieve help on the chat. Their suggestion was to re-install it. I did that and the same thing happened. There is no option to download these items seperatly, or to first download SimCity Complete Edition and then download the additonal items seperatly. 

Despite not having access to what I purchased, I was told that I was not allowed to request a refund in this case. I was told to post this issue in the forum and try to get the attention of supervisors.
