Buggy side walk near impervatek towers plaza

The side walk above this specific stair set is bugged.  When approaching the stair set, your character will start floating and sliding on the sidewalk.  It is impossible to roll up to this stair set anymore which is sad because it’s a really cool spot.  I will try to add attachments with the best photos I could find of the exact spot.  If someone is able to try this and get a video that would be helpful.
