Cant get past the Place session marker. How is this a bug still?

Tutorial mission point say to hold up on the d-pad. Controller works just fine. When held up it doesn't do anything no d-pad hud appears and marker cannot be placed. Please fix this , im literally soft locked from playing a game ive been waiting to play for years.
