Can't Progress Finer Grind

While doing the mission finer Grind I get to the part of where you have to collect the bird poop and trash and the bird poop and trash do not show up for me anymore. I've tried reloading the game, fast traveling, doing other stuff and it just never loads. I also just get teleported back to the start of the mission every time I complete another activity so I can't even go do anything else without it dragging me back
