You are definitely onto something that I think the main player base is noticing currently and even before the early access release most people even might have just got the message that their time wasn't valued in certain aspects here. Not that I speak for anyone from the dev team but even in the playtest a lot of the challenges from their even got scrapped before coming out. note: even with that being said, they really are spread pretty thin on this release in terms of concept design only.
It would seem the general sentiment is that most of the challenges are server based and in time if you have played on a EA server for long enough they get a better challenge usually after actually having player not complete those challenges like you are mentioning.
Definitely on the right track with this comment. Dishing out more tune ups is really all they can maintain at this point but hopefully this will be fullfilled in time.
