i5 9400f - 1660 super

It feels like my FPS is locked at 30 – it never goes higher or lower. Sometimes there are small stutters, but no matter what I change (resolution, graphics settings, V-Sync, or FPS cap), it always stays at 30. This happens both in windowed and fullscreen mode.
