Unable to access legendary items from Hesh and Fresh.

I purchased the deluxe founders pack.  And just  wondered  how do I get the legendary items from Hesh and Fresh?.  I have enough Tic currency 3500 I think, but I am still not able to access the leather jacket from page one which costs 400 Tics.  Do I need to do more Tic challenges? and if so how many?  I have done most of the ones available already.  And thank you.
