Unfortunately I believe that EA does not want anything to do with this game anymore. If they really wanted to let if flourish and develop it more, they would do as you say. However, it seems like they are trying to kill it off while still selling it to those who don't know how broken it has become. Selling a defective product without disclosure of the issues should be considered criminal.
It seems clear from today’s EA announcement that 3 new Star Wars game titles are on development from Respawn that they, too, realize that the root of the issues here lie with DICE.
I think this is a promising move as Fallen Order received positive feedback.
As for DICE & BF 2; yeah, although I, personally, see an opportunity for EA to cop some positive PR by compelling DICE to polish up BF 2 before calling it quits I don’t think they will.
