Fixed the problem no thanks to the people here, apparently if you turn on "Share usage data" in the EA account settings, it will give you MASSIVE network lag, so turn it off.

Yes, you can look around while lagging, but it's not like you're frozen in place but can still look around. What I usually see is either stuttering (and when frozen I can't look around) or the game is progressing but I'll jump back 2-3 seconds in terms of what I've done. So, for instance, on Crash-yyyk, I could be running towards an ion disruptor, right? I'll be 20M away, then I'll run to 8m away, and then all of a sudden I'm 17m away again. Run up to 3m away, then boom- I've rewound back to being 14m away. Through all of this I can look around, move, use abilities, etc., as per normal, but when it rewinds ... everything rewinds with it. I'll have done weapon cooling and nailed the yellow mark for unlimited shooting... but then when it rewinds, I'll be back on max heat as if I'd never hit the R button. I'll pull up the macrobinoculars, and then all of a sudden I'm zoomed in on the sniper rifle looking at the sky instead.
It's not a video issue, so far as I can tell. My system is a few steps further along than yours: i7-6800k on X99 chipset, multiple SSDs, 32 GB DDR4-3000 (system very slightly overclocked to use XMP profile for the full speed of the ram), and EVGA GTX-1080ti SC2 Hybrid video card. I can play any of the single player modes maxed out in 4k without a hitch... but multiplayer is just an utter lag-fest. I didn't even have a problem in 4k with my previous system (i7-4770k, 32GB DDR3, AMD RX480 8GB). 4k was fine, maxed out, when playing single player... but even 1080p was full of suck in MP.
this seems to be unccesseary network requests
it seems that actually EVERYTHING is going over network..
you might be able to try it out by youself
- start a big highspeed download
- start the game
then you will experience a lot of lag even in the start menus, because everything seems to be downloaded, which will take longer because f your download you startet before starting the game.
it seems that nothing is cached in the background and already loaded graphics are deleted after leaving views/screens etc.
Something has changed for me in the last few days. The game was smooth as butter in 4K for me ( 2500k @4.7ghz, GTX 1080) then all of a sudden I started seeing other players warping and getting visual lag every 20 seconds or so. I will try changing the EA account settings and report back
