Have you tried to enable Safe Mode Downloading in Application Settings of Origin? Please try to enable it and run Origin as Administrator.
If that doesn't help, then run a clean boot on your PC and download the game: https://help.ea.com/tr/help/faq/how-to-clean-boot-your-pc/
