Can't upgrade star cards

Cant upgrade my any of my star cards even though I have the required upgrade parts and requirements for starcard level and my accounts level.

I had a similar issue with the initial upgrade. The card level requirement and class level requirements were met, but the upgrade was locked. The trick is... your class level requirement needs to be ONE LEVEL HIGHER than what it says. So.. for the first upgrade... it says you need class level 10... but in reality...the upgrade only UNLOCKS when you reach level 11. Thus, in your case, if the class level requirement says 15... when you turn level 16 the unlock will occur. Hope this helps!
Thus... put simply: Your CLASS LEVEL needs to be one LEVEL HIGHER than what it says on any requirement BEFORE the upgrade actually unlocks... even though it LOOKS like you should be able to upgrade now!

Is the option grayed out? Or nothing happens when you select the button to upgrade it? Maybe try it from the first screen that appears when you go to equip cards... When it just stacks the three you have equipped (vs showing all your cards) and choose the upgrade button there? Hopefully that makes sense.

I've got the same problem. I notice that this was reported a month ago - still no solution/fix/response?

Same issue here bro, I finally hit star card Rank 20, I've got 540 crafting parts, and I can't upgrade my cards even though it requires lvl 20 and only 480 crafting parts.
