Celebration Edition on Xbox One is Bounded To Account?

I purchased the celebration edition upgrade today on Xbox One.My son went to play battlefront 2 on his account but the celebration content wasn't it available on his account. We try to reinstall the Celebration upgrade on his account - it was available to download & install, but there was no modification to the game - no additional items, etc. on his account. Do we need to re-buy the game so he has access to the celebration Edition content on his account?

    Please help. I bought the celebration edition on my Xbox X and I’m not getting everything that the extension pack includes, I think. I was wondering also if every appearance for like Assault ( Empire version) are included in the edition. If so, I only have 3 appearances and not every one. Could you help me?
