As far as I know it was always like this. I started using chewie more regularly a few months now, and since then it was always like that, a good amount of patch updates have gone by since then.

IMO his bowcaster without overheat is ok. He fires slowly, must lose even more time to make a charged shot, and if he activates FB while shooting he'll stay without being able to shoot for quite some time until the FB kicks in. After the recent nerf I think chewie is an ok character overall.
