Cant Connect To servers

I keep getting error code 770 I have tried google dns servers flushing my dns I have confirmed it is a problem with my wifi because on my hotspot and it worked just fine but I need it to work on this network. Also Dont know if this helps but if i use my norton vpn it works for like 10-40 minutes then I get error code 216 and then 770. Any help would Be VERY MUCH APPRICIATED I also tried allowing it on norton firewall that does not work My account is not underaged I dont know what it is
