This also happens when directly joining the game from the main menu, not exactly EOR from our point of view (though I guess it is kinda the same process).
You might be right @felker_s, but I think a combination of the matchmaking, the EOR matchmaking and the squad system cause these kind if rediculous situations. The thread I linked is most certainly watched and used by devs to examine the problems at that specific time and sever to come up with solutions.
It would make absolute more sense to favor the creation of a squad with the players you are in a party with. IMO, the fact that there are a total of 5 players in your team shouldn't matter and you should always be placed in a squad with your friends.
