@DarthFDG is right. In the case presented in the footage, the explanation is exactly as was described by @DarthFDG , but that doesn't mean Vader's Choke is free of BUGs. What you are describing are the BUGs that affect it, which happen more often then we would like. I play Vader oftenly and I know very well the 2 issues you're pointing here. But in the footage provided, the enemy is indeed managing to avoid choke by dodging, which is doable (albeit hard).
The 'quick choke' BUG had a previous iteration which was caused by holding the button instead of only pressing it, and also reportedly by using it while moving, you can check the report about that here: https://answers.ea.com/t5/Bug-Reports/Darth-Vaders-Force-Choke-cancels-itself-after-a-second/td-p/7609353 . I'm not sure if holding the button still triggers that, but using choke while moving I believe is fixed (I'll test it properly next time I play the game).

EA/DICE hasn't said a word about it, and it plagues the game to this day. The community call it a BUG to balance Vader, and I find it fitting (although I'd rather have it fixed).
The issue with properly affecting enemies in range is actually a Day 1 BUG never solved which affects many different abilities. The ones you mention about Luke fall in this category.
About Ani's Heroic Might, that's an issue which I believe also started in late 2019 but I'm not sure, and again EA/DICE hasn't mentioned a word about it (and this one has been reported relentlessly). The one you mention about Passionate Strike I failed to understand what exactly happens. So many BUGs and glitches affect Passionate Strike or are caused by it, past and present, that I'm unsure which one you're referring to.
Nonetheless, Vader's choke can be dodged, and the footage provided in the OP shows exactly that.
