Steps: How can we find the bug ourselves? 1. Dark side Battle Scenario 2. Unlimited Power 3. Play as Palpatine 4. Palpatine returns to the menus and other modes.
What happens when the bug occurs? Emperor Palpatine returns to all menus and mode accessible while offline. Online has not been tested out of fear of the ban hammer.
What do you expect to see? Emperor Palpatine reapperaring in the menus and offline modes fully functional.

I have brought Palpatine back from the dead by playing his "Unlimited Power" dark side scenario while offline. I do not know how this works online as I have been unable to access online services at the moment. He is fully functional in every applicable arcade mode and menu.

The kill switch works, but only if you're playing online. You're right, you can still choose Palpatine if you're offline, but as soon as you connect, he won't be available.
There's no way to play as Palpatine in Multiplayer since this mode requires Internet connection 😉
