I have the same problem with Directx 12
In Directx11 i can play 120fps+
In Directx12 i have 50~60fps with 100% usage of GPU/VRAM and RAM
My specs are:
Intel i7 8700
RTX 2060 - 6GB
16GB RAM DDR4
Windows 1909 - Recently Installed
Nvidia Driver Version : 441.41
Yesterday new update, and the Directx 12 continue to use all my VRAM and My RAM with 40 fps at MENU....so EA what are u doing with your updates?!

My System goes down to 1FPS in DX12 (of course only in SWBF II), used to be 60FPS Vsync (all maxed) months ago.
VRAM completely used by SWBF II
My specs:
Intel i7 7800x
RTX 2070 - 8GB
32GB RAM DDR4some SSDs
Windows 10 - 1909
Nvidia Driver Version : 441.41Maybe NVIDIA RTX related? Bought even the latest celebration upgrade...nothing. hoping for a Xmas 2020 fix.
100% not going to happen: Re-installing Windows for SWBF II.

For my case, I would say "bottlenecking" is not the issue here.
SWBF stalls the GPU somehow, even the start of the intro is down to 1FPS...Speeds up later again.
Menus run @ 60FPS first, after a first try to load into a e.g. single player map, e.g. Yoda in Theed Palace...It stalls down to 1FPS. Menus from that Point on....down to 1FPS.
That is no battleneck, that looks more like a "bug". SWBF II used to run absolutely flawless...now I am happy if I can move the mouse pointer in a 1FPS stakkato...😃
Graphics Card is 100% okay, except for SWBF II.
