I highly doubt it's your PC's specifications causing the problem. I'm on ps4 and i constantly stutter and crash, and it's not just me all of my friends are constantly complaining about stuttering, rubberbanding and crashing. It's definitely not our systems doing it because they aren't even close to overheating and it can run any other game perfectly fine. EA, get your * together. We have guys in here with elite multi-thousand dollar PCs and your game runs like a Commodore 64 trying to run Horizon Zero Dawn at times.
