Yeah samething happens to me.
What the problem seems to be is that when grievous locks onto an enemy to do thrust surge and that enemy goes out of range or rolls then grievous tends to do a spin around where he should have locked onto that character. This appears to be the issue. Dice just needs to cancel animation if character went out of range, or allow grievous to continue doing the animation even though he misses.

Yeah, it's very easy to make Grievous do the spin and not hit anyone. I think @MasterPadwan77 made a very good point and I totally agree with it.

This bug is still present after The Chosen One Update.
