GPU falsely reporting high usage numbers causing poor performance

I recently downloaded Battlefront 2, and have been having some major issues running the game. I'll get my specs out of the way, its pretty beefy, so im not quite sure why im having such issues.

Ryzen 7 3800x, 2080super(8gb) with +100 core and +1000 on the memory, 16gb ram, and BF2 is on my m.2 ssd, using a 1440p display, and latest nvdia driver as of 6/18. It was all running fine until i got to the first level of the campaign on the rebel ship, in which my frames instanly dropped to a nearly unplayable 20 FPS on anything except for low settings.  I eventually nailed it down to the "post processing" setting, that would tank my FPS from anywhere, at the most, in the 150 range down to around 20, just by going from low to medium on post processing, it stayed the same at around 20 FPS on high and ultra as well. This only seemed to happen when you were low to the ground, as looking at a different area, usually up, caused the frames to increase dramatically. This issue seemed to go away once I left the ship, as Endor ran smoothly at around 65 FPS on all ultra, including postprocessing. I guess this could be attributed to poor optimization on the games end for that setting in that area? However on a slightly different, possible related note, in several programs (HWinfo, and MSI aftermurner) showed the GPU usage was pegged at 98-99% which is expected in game, and even in the menus, which is a little less than expected. However, it several factors lead me to believe this is not entirely accurate, as the card normally evens out at 77c under sustained full load in nearly every other game/benchmark run, but in BF2, it was only running in the low 60s, with power limit and draw also way below expected maximums, usually around 80-85% limit rather than the normal 110-115%+ under full load. It performed the same in Fullscreen and Windowed fullscreen(borderless). One factor could be that BF2 (supposedly) ate VRAM like a cake, instantly upon launch, in startup, in the menu, and ingame, even on low settings, it was constantly maxing out (8gb) and only ever coming down a little to around (7.9gb) in some instances. No other title has come close to maxing vram before and to me, it seems to be a reporting error, because I see no reason why even on going from all ultra, to all low settings, vram usage would be virtually unchanged, at most a 2% drop in usage, possibly not linked to settings change at all. CPU does not appear to be bottlenecking, its running at around 30-35% usage on average, with no single core being completely slammed either. After running a benchmark to make sure my graphics card and cpu was still performing within expected parameters outside BF2 (they were), I am a little confused as to what exactly is going on with BF2, and why in some instances, it either performs very poorly, and seems to not completely utilize my GPU, even though it says that it is. Im thinking that this is some sort of instance of falsely reporting 100% usage numbers, either on core usage, vram or both, causing the card to not utilize all of its processing power, when there is indeed more headroom to be utilized.
