Last Jedi Heroes/Ship can't upgrade Star Cards Phasma/Finn/Tallie

Summarize your bug The upgrade stays locked even when you meet the requirements. I have level 10 Phasma, but it won't even let me upgrade grey to green even though it states "Requires card level 5" and mine is 10.

Steps: How can we find the bug ourselves? Raise star card level to the requirements and check if it works or not.
What happens when the bug occurs? It stays locked even after relog.
What do you expect to see? I expect it to work like all the other heroes. The new 3 heroes I can't upgrade to green or higher card.

Hi all. this should no longer affect level 50 characters. If you're below 50 this issue should go away once you level up next.
