I have also noticed increased connectivity issues and lag. It started a few months ago. I doubt it's because the servers have been "downgraded." I would put money down that there was an update introduced into the environment (like a firewall update) that's causing the issue.

If nothing changed on the server side, than the operations folks are not keeping up with OS/security patches. So, I'll stand by my statement that something likely changed on the server side.
GA is currently insanely laggy, it has been getting progressively worst last couple of months. Playing a game where everyone is micro teleporting is not fun.
