You are not the only one. Never worked for me either. But I have heard it only applies to wireless controllers which is the only type of controllers I use since my XBox is near the projection screen and I sit at the other end of the room. Do you have a wired controller to test Emote's with? I would love to know if that is it. Seems strange how wired vs. wireless would make any difference since the D-Pad still works fully for everything else.
I actually just fixed mine. The settings for the controller of deadzone was on zero so it was as if I was never staying still long enough to trigger an emote. I bumped it up to seven and they work all the time now. Definitely check your settings and see if yours is turned all the way down.

bootlegger11 might be on to something here. I know my deadzone is also at zero. I'll try to change it when I get home and test again.

You seem to be correct concerning the settings. I had to bump mine up to 30% before my character would stop moving completely but I imagine that depends what controller one uses. I use a wired controller, exclusively - so, it isn't a wired/wireless specific thing, either. My avatar forever shuffling his feet was annoying enough but I would have never guessed the "deadzone" would fix both issues.
