NT-242 Improved Cooling Not Unlocking

Hello. I just completed the milestone that should let me get the improved cooling for the NT-242. When I look in the Milestones -> Troopers section, it shows as completed. However, I can not unlock the modification. I have tried restarting the game, but I still can't unlock it. How do I fix this? Thank you.
