Thanks for the feedback. I'm very sorry for all the frustration. None of us like to play with toxic people. We also hate seeing toxic behavior on our forums. Which is why we're quite stringent about removing those posts and punishing people for them. When it comes to in-game behavior, there are many times people are banned or suspended. However, it's a matter of privacy so we don't inform the public of what action is taken on which players. The best you can do is report them by following the steps in this article. When you report someone, there will be no follow up to tell you what has been done. Personally, I have seen a very high amount of players that have had action taken on their accounts for various reasons. We don't just sit idle and let anyone do whatever they want, but we also have millions of players and don't quite catch them all.
Also, we need to be clear about what toxic behavior is. Your example of a player using the Thrust Surge repeatedly would possibly be an exploit of a game mechanic. That's a lot different than someone having an offensive player name or using in-game communication to harass and bully others. The later would be toxic while the former would be exploiting a game mechanic. We certainly don't encourage exploiting the game of course, but it's not really considered toxic when compared to someone harassing other players or creating offensive content. Regardless, we want to remove as much of both of those as possible.
We are taking a bigger stance on toxic behavior and working to minimize it as much as possible going forward. While we don't have anything we can share currently, I can assure you this is a very big focus with EA right now.
