I tried it on the other day, and it was so hard to understand what was going on that I can't say which was the problem. Sometimes it would go correctly, sometimes I'd click to use and nothing happened, sometimes it would only happen if I double clicked, sometimes it would show as happening but no orbital strike came, sometimes it would happen, but the area of effect would be the previous place I tried to use it and it failed.
As I rarely play GA, this is the best I can provide from my experience up to now
