Hmm, ok. Are you using the Dynamic resolution option?

What do you have Resolution scale and graphics quality set to?

Are you using an SSD or a spinning disk drive?

Ultra, 100% for scale, dynamic disable and sshd for the disk, i have a gtx 1080, i7700k and 16gb ram so high end pc

I am not sure if the dynamic resolution function can respond on a frame by frame basis but it is worth trying, as is setting the resolution scale to 90 or 95% especially if you are running at 4K resolutions.
