Re: Hero Star Card not unlocking when way above required level.
Note: The topic says "What game mode did this bug occur" but I can't pick just the collection screen which is where I am trying to upgrade my Anakin.

Have you tried restarting the game? Often helps to disconnect and reconnect to the server so the profile can re-sync.

Same thing has been happening to me. It's not just heroes though, it seems to be across all classes that I can't seem to unlock or upgrade cards.
