If you're talking about galactic assault, of the tickets (life count) reaches zero and you don't have anyone making progress on the objective(s) then the game ends. If you do have progress still being made on an objective, then the games goes onto "overtime" and continues as long as the objective is actively being done/fought for. Once that stops, the "overtime" bar decreases as a timer and then the round ends once the bar is gone unless you again begin making progress on the objective. The game is designed this way. There is no overtime for any other modes, other than strike I guess.... But I haven't seen that be "overtime" per se... It's just the bombs will continue to tick down if they are already set before the last ticket is used up.
