Although it looks like you can because you have the 2nd card upgraded...Try restarting the game...

- AFAIK, there is no level cap for upgrading unlocked Star Cards from Common (green) to Uncommon (blue) for any BF 2 class.
I tried restarting the game just now, same Star Card upgrading issue.
